A foreign employer, university or licensing body generally will not take your diploma or transcript at face value. They want a certified true copy and, for Hague countries, an apostille, so they can trust that the document and the signatures on it are genuine.
Typically the document is notarized, as a certified true copy or with the issuer's verification, and then apostilled by Ontario's Official Documents Services. Each destination country and institution can have its own requirements, including translation.
